Europe urgently needs to complete its digital market in broadcasting and cinema, ensuring the right balance between broad accessibility and proper compensation of authors. This was the main issue raised on 13 July at a public hearing organised by the European Parliament's Committee on Culture and Education.
Committee chair Doris Pack (EPP, DE) stressed the particular importance of digitisation for the preservation, protection and availability of European cultural heritage. "We often speak about crisis, money and so on, but forget about culture", added the MEP.
Giacomo Mazzone, who is in charge of Member relations for Southern European & Mediterranean countries at the European Broadcasting Union (EBU), spoke about the digitisation challenges facing the audiovisual sector. Mr Mazzone said: "This sector should not be purely governed by the market: social cohesion, high quality, accessibility and education are also very important, and this is where European public service broadcasters must play a fundamental role." He concluded: "With increases in non-linear viewing (e.g. video downloads), copyright has to be established by new means, such as collective licensing or the European digital passport".
